The most important capability of the NCR-IMT is arguably not the individual ICS positions—it is the ability to bring an established, trained, multidisciplinary NIMS Type II management system into an organization that is already under stress. 

The NCR-IMT provides the people, processes, structure, and regional relationships necessary to turn a collection of agencies and resources into an integrated incident management organization.
